Project Templates can only be created and managed by users with Project Admin permission on the project they’re created at. This means Site Admins can create and manage Global Templates by default. But, to create a Project Template, a Site Admin must also have the Project Admin access on that project.
A Global Template can be converted to a Project Template by specifying project visibility scope by Site Admin, and vice versa: a Project Template might can become a Global one.
