Introduce native Server checklist validator for workflow transition.
Description
In previous versions we've added an ability to validate checklist for completed checklist items before workflow transition to specific issue statuses is made. It worked well for Cloud edition, still required additional 3rd party tools for Server instances.
In this version we introduce native Server workflow validator "All Smart Checklist items are checked off". No more 3rd party tools!
